Description

The Inter-American Development Bank (IDB), in collaboration with the Ministry of Environment and Energy (MAE), is seeking to hire a firm to strengthen the management of natural heritage in the provinces of Morona Santiago, Zamora Chinchipe and Loja. The aim is to develop and update strategic planning instruments for six key areas, ensuring their long-term conservation.

Protected areas included in the consultancy:

Biological Reserves: El Cóndor, El Quimi and Cerro Plateado.

Yacuri National Park.

Community and Municipal Areas: Tiwi Nunka and Siete Iglesias.

1. Strategic Planning and Diagnosis
The consultancy will begin with an evaluation of the previous plans (in the cases of Yacuri and Cerro Plateado) to determine their level of compliance. A detailed diagnosis will be generated for each area that will include the analysis of its management category and the drafting of the final strategic planning, following the guidelines of the Directorate of Protected Areas (DAPOFC).

2. Preparation of Specialized Technical Plans
In addition to the management plans, the firm will have to develop specific operational instruments for each of the six areas:

Control and Surveillance: Protocols for territorial protection.

Biodiversity Management: Direct actions for the conservation of species.

CEPA: Environmental Communication, Education and Participation Plans to engage local communities.

3. Participatory Management and Validation
Workshops with key stakeholders: Organisation of technical meetings in the cantons and buffer zones to collect inputs from civil society and local authorities.

Formalization files: Generation of all the technical inputs and reports necessary for the MAE to legalize the plans.

Presence in the territory: The consulting team must carry out field trips and hold monthly meetings at the administrative headquarters of the protected areas to ensure the accuracy of the data.
