Description

The Inter-American Development Bank (IDB) is calling on consulting firms specializing in urban planning, landscaping and basic engineering for the development of the preliminary project to improve the riverside of the Shilcayo River in Tarapoto, Peru.

The objective is to generate the structured technical inputs necessary for the formulation of the pre-investment study at the profile level, under the guidelines of the National System of Multiannual Programming and Investment Management (INVIERTE. PE).

1. Strategic objectives and Amazonian approach
Revitalization and resilience: Transform the riverfront into a safe, inclusive public space adapted to climate change, directly mitigating flood risks and drastic variations in the Amazon water cycle.

Ecological enhancement: Recover the wetlands and natural assets of the environment, enhancing the ecological connectivity of the Shilcayo River with the National Protected Area (ANP) of the Cordillera Escalera.

2. Geographical scope and delimitation of scope
Territorial extension: The proposal will intervene both banks of the Shilcayo River along an approximate extension of 1,768 meters.

Prioritized sectors: The preliminary analysis defines two specific sections to evaluate and select the definitive area of intervention:

Calongos Sector – Shapaja Bridge.

Villa Autónoma Sector – Santiago Bridge.

Technical exclusions: The scope of the services is limited to the preliminary project level. It does not include the preparation of final technical files or detailed engineering studies, focusing only on preliminary feasibility, structural cost estimation and risk analysis.

3. Operational phases of the service
The consultancy will be executed sequentially through the following four phases of work:

Phase 1 — Work Plan and Critical Path: Configure the design methodology, detailed timeline with your critical path, and initial strategy for identifying the public spaces gap. It includes stakeholder mapping and the consultancy's risk mitigation matrix.

Phase 2 — Comprehensive Diagnosis and Definition of the Sector: Review the background of the "project idea" previously developed by the Division of Housing and Urban Development (CSD/HUD). To quantify the gaps in green areas and accessibility under the criteria of the Ministry of Housing, Construction and Sanitation (MVCS), also analyzing the risks due to informal occupation of the marginal strip delimited by the National Water Authority (ANA). It culminates with the delimitation and technical support of the specific sector to be intervened.

Phase 3 — Urban and landscape design strategies: Develop the architectural and landscape blueprint by integrating innovative blue, green, and gray infrastructure solutions adapted to the high jungle. Once the urban approach has been approved through participatory methodologies with the community, the designs of the structural, electrical and sanitary specialties will be incorporated together with their budgets and feasibility of services.

Phase 4 — Knowledge management and replicability: Formulate a compendium of guidelines and technical design recommendations for riverine parks in Amazonian contexts. This document should consolidate criteria of ecological connectivity, use of native plant species, erosion control and seasonal flood dynamics to facilitate its replicability in other cities in the region.
