Description

The Inter-American Development Bank (IDB) is seeking a consultancy firm or consortium to develop a comprehensive portfolio of financial instruments designed to mobilize and de-risk investments in the global bioeconomy. The project aims to bridge the gap between early-stage bioeconomy initiatives and bankable, large-scale investment opportunities, aligned with G20 High-Level Principles.

Key Components of the Assignment:

1. Market Review and Participatory Mapping
The firm will conduct a global assessment of the current bioeconomy financing landscape, focusing on:

Innovative Instruments: Identifying emerging practices in public, private, and blended finance, including success stories from MSMEs.

Cross-Sectoral Learning: Analyzing biodiversity and climate-related financial instruments that can be adapted for bioeconomy sectors.

Barriers to Bankability: Assessing market maturity constraints, such as pipeline development and the lack of clear revenue models.

2. Portfolio Development and Suitability Analysis
A structured portfolio will be designed to provide practical guidance for various stakeholders:

Blueprints for Replication: Creating a database of financial structures (e.g., risk-sharing approaches and long-term catalytic capital) tailored by region, sector, and scale.

Case Studies: Documenting actual applications of instruments that have successfully de-risked bioeconomy investments.

Transition Support: Analyzing how technical assistance and project preparation can move initiatives toward "investment readiness."

3. Strategic Alignment and Actionable Deliverables
The final outputs must be evidence-based and visually clear for policymakers and investors:

G20 Alignment: Ensuring all proposed mechanisms comply with the G20 High-Level Principles on Bioeconomy.

KPI Framework: Providing an overview of commonly used Key Performance Indicators (KPIs) across different regions and project types.

Implementation Guidance: Delivering a final portfolio document with executive summaries and practical guidance notes to boost the implementation of national bioeconomy strategies.
