Description
The Inter-American Development Bank invites consulting firms to submit their Expression of Interest to develop a practical guide to strengthen the capacities of Latin American and Caribbean countries to structure and manage transport investment portfolios, identifying institutional, technical, and financial barriers that hinder the preparation and execution of projects.
1. Conceptual framework and regional diagnosis
Define the characteristics of a credible investment portfolio and analyze the challenges of identifying, prioritizing, preparing, and structuring transportation projects.
2. Good practices and management tools
Systematize international experiences and develop policy recommendations, diagnostic tools, and methodologies to strengthen portfolio management.
3. Piloting and validation in three countries
Apply the guide in three countries selected by the IDB, preliminarily Peru, Colombia, and Ecuador, through portfolio diagnostics, barrier analysis, and evaluation of specific projects.
4. Roadmaps and recommendations
Develop national roadmaps with priority reforms, responsibilities and actions in the short, medium and long term, incorporating the learnings into the final version of the guide.
Interested companies should carefully review the registration requirements on the relevant IDB portal and ensure that all requested information is completed before submitting their Statement of Interest (EOI).
