Description
The Inter-American Development Bank (IDB) is seeking a consulting firm to support the Government of Belize and Belize Water Services Limited in advancing a sustainable wastewater management solution. The project aims to protect public health and the sensitive coastal and lagoon ecosystems of the Placencia Peninsula by moving a decades-old planning effort into a shovel-ready implementation phase.
1. Updated feasibility assessment
The consultancy begins with a comprehensive update of the 2012 feasibility study to reflect current realities:
- Baseline updates: Revitalizing data on population growth, tourism trends, land use, and environmental constraints.
- Technical investigations: Conducting field surveys and site visits to confirm service areas, candidate sites for facilities, and physical constraints.
- Alternatives analysis: Performing a structured comparison of collection, treatment, and sludge management options, including nutrient and methane reduction measures and effluent reuse.
2. Final detailed engineering designs
Based on the preferred solution, the firm will prepare implementation-ready designs for all system components:
- Network infrastructure: Detailed plans for sewer networks, pumping stations, and force mains.
- Treatment facilities: Full civil, mechanical, electrical, and control system designs for wastewater treatment and sludge handling.
- Operational integration: Ensuring the system is maintainable and practical for long-term operation by the local utility provider.
3. Financial and implementation roadmap
To support the mobilization of financing, the assignment includes:
- Economic viability: Updating capital (CAPEX) and operating (OPEX) cost estimates, sustainability models, and affordability analyses.
- Permitting and land use: Reviewing requirements for land acquisition and environmental permits.
- Execution plan: Delivering a phased implementation roadmap and a consolidated technical package, including bills of quantities and technical specifications.
