Organizational strengthening service and productive technical assistance of the irrigation system construction project in districts 1, 3, 4 and 5 of the municipality of Arani

Bolivia, through the Ministry of Environment and Water and the Ministry of Productive, Rural Development and Water (through the UCP-PPCR Executing Unit), has financing from the Inter-American Development Bank (IDB) under Loan Agreement No. 5721/OC-BO for the "National Technical Irrigation Program with a Basin Approach I". This call invites eligible consulting firms to submit expressions of interest for the formation of a short list.

Scope of the consultancy
Main objective: To provide the Organizational Strengthening and Productive Technical Assistance Service (FORATP), aimed at the accompaniment and continuous technical support of producers and irrigation associations linked to the project in districts 1, 3, 4 and 5 of the municipality of Arani.

Phases of the service: The technical assistance will be developed in three key periods: prior to the start of the civil works, throughout the construction stage of the technified irrigation system, and throughout its operational operation (covering between 2 and 4 agricultural seasons).

Execution period: The total estimated time for the development of all the activities contemplated in the consultancy is 36 calendar months.

Presentation modality: Expressions of interest may be submitted both in physical format (at the offices of the UCP-PPCR in the city of La Paz) and by digital means through institutional email.

Qualification Requirements and Conditions
Required technical experience (Last 10 years): Interested firms must accredit their trajectory through the corresponding technical forms (Form DOC-2) in the following areas of specialty:

Consulting services in accompaniment or technical assistance in irrigation projects, water resources management, watershed management or strengthening of irrigation boards.

Strengthening capacities in the design, installation, operation and maintenance of technified irrigation systems.

Implementation of parcel productive technical assistance programs (parcel irrigation, fertigation, integrated pest management, harvesting and post-harvest).

Agricultural production consultancies linked to commercial articulation, market strategies and competitive access to marketing channels.

Technical supervision services aimed at training or execution of irrigation projects.

Consortia and associations: Companies may associate under the figure of an APCA (Joint Venture, Consortium or Association) to strengthen their qualifications. A formal letter of intent is required to be submitted detailing the percentages of participation of each member and clearly designating the lead firm, completing Form DOC-1.

Selection mechanism: The process will be conducted under the guidelines of the Policies for the Selection and Hiring of Consultants Financed by the IDB (GN-2350-15) with the purpose of integrating a short list of between five (5) and a maximum of eight (8) eligible firms.
