Description
The Plurinational State of Bolivia, through the Ministry of Environment and Water (MMAyA) and the UCP-PPCR Executing Unit, has requested financing from the Inter-American Development Bank (IDB) for the National Technical Irrigation Program with a Basin Approach I. This comprehensive consultancy seeks to ensure that the irrigation infrastructure in the municipality of Vila Vila is not only built, but that it is managed efficiently and sustainably by the beneficiary communities. The service focuses on the development of producers' technical and organizational capacities, ensuring that the transition to technified irrigation results in a tangible improvement in agricultural productivity and resilient management of water resources.
Scope of the consultancy
The services are part of the Agriculture and Rural Development sector and will be developed over a period of 36 months, covering the following stages:
Organizational Strengthening: Accompaniment and technical assistance to associations of irrigators and producers before and during the execution of the works.
Productive Technical Assistance (FORATP): Training in design, installation, operation and maintenance of technified irrigation systems.
Parcel Management: Implementation of fertigation practices, integrated pest management, harvesting and post-harvest processes.
Operational Sustainability: Technical support during the initial operation of the system, covering between 2 and 4 agricultural campaigns.
Market Articulation: Development of marketing strategies and competitive access to markets for the products derived from the new irrigation system.
Qualification Requirements
The selection will be made in accordance with the IDB's Consulting Policies (GN-2350-15) to form a short list of between 5 and 8 firms:
General Experience: Minimum of 10 years in consulting services related to technical support in irrigation, water resources or integrated watershed management projects.
Specific Experience: Proven track record in strengthening irrigation boards, design of technified irrigation systems and productive and commercial articulation processes.
Partnerships: The formation of joint ventures (APCA or Joint Ventures) is allowed to strengthen technical qualifications.
Location: The service will be executed in the municipality of Vila Vila, department of Cochabamba.
