Description
The Co-operative Republic of Guyana, through the Ministry of Education, is implementing the project "Support for Educational Recovery and Transformation" (GY-L1079) with support from the Inter-American Development Bank (IDB).
This diagnostic consultancy is designed to bridge the gap between secondary education and gainful employment for students with Special Educational Needs and Disabilities (SEND). In alignment with the National TVET Policy 2025–2035, the project seeks to identify market-ready roles and ensure that technical and vocational institutions are equipped to provide inclusive, high-quality training that meets industry demands.
Scope of services:
- Labor market analysis: Conducting a targeted study of local industries to identify "SEND-ready" roles and the specific technical skills required for those positions.
- Institutional audit: Evaluating accessibility, adaptive equipment, and teacher capacity in special education across at least five major TVET centers, including GTI and CSHE.
- Curriculum review: Assessing the Secondary Competency Certificate Programme (SCCP) and post-secondary modules for their flexibility and inclusivity for different disability profiles.
- Strategic recommendations: Proposing a model for Sector Skills Councils to act as liaisons between SEND graduates and private sector employers.
Qualification requirements:
- Academic background: A Master’s Degree or higher in Vocational Education, Human Resource Development, Special Education, or a related field.
- Professional experience: At least 10 years of proven experience in TVET systems, with specific expertise in disability inclusion and workforce development.
- Local context: A demonstrated understanding of Guyana’s labour market and the Competency Based Education and Training (CBET) framework is highly desirable.
- Stakeholder engagement: Experience consulting with industrial boards, labor ministries, and technical councils.
