Description
The Republic of Suriname has requested financing from the Inter-American Development Bank (IDB) for the “Labor Market Alignment with New Industries” program. This selection process, managed by the Ministry of Labor, Employment Opportunity, and Youth Affairs, invites eligible consulting firms to express their interest in delivering a functional and publicly accessible online job portal.
Scope of Services
- Portal Development: Designing, developing, testing, deploying, and handing over a web-based CORE job portal to connect employers and job seekers with low technical overhead.
- Required Modules: Delivery of an Employer Module, Job Seeker Module, Filtering Function, MoHWL Back-Office Module, General Platform Requirements, and an Employer Workforce Reporting Module.
- Core Functionalities: Enabling employer registration and approval, job seeker vacancy browsing, online applications, automated email notifications, and detailed logging of mediation steps.
- Back-Office Interface: Providing Ministry staff with an interface to manage system users, oversee vacancies, and generate basic tracking reports.
- Project Timeline: The total estimated contract duration for the implementation and handover of the system is 7 to 8 months.
Qualification & Shortlisting Criteria
- Corporate Experience: Minimum of three (3) years of active, relevant experience in the design, development, and deployment of similar digital systems.
- Technical Track Record: Successful completion of at least two (2) similar assignments, demonstrating core competencies in technology stacking, hosting infrastructure, data integrity, and safety/security.
- Key Expert Requirements: The proposed technical team must include a Project Manager/Tech Lead (50% allocation), Full-Stack Developer(s) (Full-time), UX/UI Designer (50% allocation), and a QA/Tester (30% allocation).
- Eligibility Compliance: Firms must provide official company registration or constitution documents to verify legal country of incorporation and eligibility under IDB policies.
- Shortlist Formation: Technical evaluation of the expressions of interest will determine a restricted shortlist consisting of a minimum of five (5) and a maximum of eight (8) eligible consulting firms.
