Multimeter Procurement

Description

The Republic of Paraguay has received financing from the Inter-American Development Bank (IDB) for the project "Expansion of the High Voltage Transmission System and Energy Efficiency Actions" and will allocate part of these funds to the procurement of supplies.

The services consist of the acquisition of multifunction digital meters. The bidder must submit exhaustive technical documentary evidence, including guaranteed data sheets, catalogs, original manufacturer's manuals and technical specification URLs that validate compliance with functional requirements.

The selection will be made in accordance with the International Public Bidding (IPL) procedures established in the Policies for the Acquisition of Works and Goods financed by the Inter-American Development Bank (applicable edition of the Loan Agreement). In this process, the Best Final Offer (MOF) methodology will be applied.

Firms from eligible countries may participate. Qualification requirements include:

Financial capacity: Audited financial statements for the last three years (2022-2024).

Specific experience: At least one similar contract in the last five years for a minimum value of 35% of the total amount offered.

Technical and manufacturing capability: Manufacturers must demonstrate three years of experience and an annual production capacity three times higher than the contract quantities.

Representation: Distributors or non-manufacturing suppliers must present the corresponding authorization.

All the information on the process is available on the portal of the National Directorate of Public Procurement (DNCP). No margin of preference will be granted to national contractors.
