Description

The Republic of Suriname, through the Ministry of Labor, Employment Opportunity, and Youth Affairs, has requested financing from the Inter-American Development Bank (IDB) for the Labor Market Alignment with New Industries program. This consultancy aims to support the Project Execution Unit (PEU) in monitoring, supervising, verifying, and validating the results of the Training for Employment (TFE) 2026 Edition. The assignment ensures that training delivery, participant progress, and job placement outcomes are supported by reliable evidence and meet high-quality reporting standards for management and audit purposes.

Scope of services

- Tool development: Designing simple and practical templates for monitoring, verification, and reporting for use by the PEU and providers.

- Implementation monitoring: Supervising provider performance throughout the training cycle, from start-up to completion and placement.

- Results validation: Verifying that reported training and placement outputs are clearly defined, recorded consistently, and supported by proper evidence.

- Capacity building: Training the PEU and service providers on the proper use of developed monitoring tools.

- Gender and barriers: Monitoring gender-related results and identifying barriers that affect participation and successful employment transitions.

Qualification requirements
Interested firms must demonstrate the following technical and professional experience:

- Firm experience: At least 3 years of experience in monitoring, evaluation, verification, or quality assurance of TVET, labor market, or education programs.

- Technical expertise: Proven track record in developing practical reporting tools and validating results across multiple service providers.

- Regional context: Experience in Suriname and/or the Caribbean is considered an asset.

- Key experts: The team must include a Team Leader (at least 5 years experience), a Quality Assurance Specialist, and a Field Verification Specialist.

- Project history: Previous experience with donor-financed projects is highly desirable.
