Description
The Plurinational State of Bolivia has received financing from the Inter-American Development Bank (IDB) for the Electricity Infrastructure Expansion Program.
The National Electricity Company (ENDE), in its capacity as executing agency, invites eligible consulting firms to submit their expressions of interest to carry out the strategic evaluations of Component 1 of the program. This consultancy is essential to analyze the impact of the interconnection of isolated systems to the National Interconnected System (SIN) and the consequent reduction of CO2 emissions in the country.
Scope of consultancy:
The services are developed in the Energy sector and include:
- Mid-Term Evaluation: Analysis of the physical and financial progress of the Los Troncos – San Ignacio de Velasco Transmission Line (230 kV) and its associated substations.
- Final Evaluation: Verification of compliance with the general objectives, analysing criteria of relevance, effectiveness, efficiency and sustainability after the completion of the works.
- Environmental and Operational Impact: Evaluation of the reduction of diesel consumption in the Isolated System of San Ignacio de Velasco and the promotion of the efficient use of electricity.
- Deadlines: 90 calendar days are estimated for the mid-term report and 90 calendar days for the final report after the last disbursement.
Qualification and Process Requirements
- Reference Price: The consultancy has a reference budget of Bs 823,200.00.
- Submission: Expressions of interest must be sent to the National Electricity Company (ENDE) following the instructions of the official call.
- Evaluation Criteria: Previous experience in evaluations of large-scale energy infrastructure programs will be valued.
