Description
Ecuador, through the Ministry of Energy and Non-Renewable Natural Resources, has financing from the Inter-American Development Bank (IDB) through Loan Agreement No. 4989/OC-EC for the "Program for the Sustainable Management of Subsoil Resources and Associated Infrastructure". This call invites eligible consulting firms to submit their expressions of interest for the mid-term evaluation of the program.
Scope of the consultancy
Main objective: To carry out the mid-term evaluation to analyze the performance, progress and management of the program, identifying lessons learned and formulating an action plan for the second half of the execution.
Key activities:
Integrated monitoring of progress, milestones, product goals, and execution consistency.
Evaluation of compliance with the measurements, methodologies, periodicity and baselines of the Monitoring and Evaluation Plan (PME).
Rating of the degree of real progress of the intermediate and final indicators in the Results Matrix (MR).
Development of a predictive and probabilistic analysis on the fulfillment of goals at the final closing of the operation, structured under the criteria of the IDB's Project Completion Report (PCR).
Qualification and Experience Requirements
Institutional information: Letter of expression of interest and formal identification form of the company or consortium (company name, date of incorporation, legal representation and contact details).
Accredited experience: Demonstration of technical expertise in the last ten (10) years in the execution of evaluations financed by multilateral development organizations (mid-term, final, impact, results evaluations or technical management audits).
Documentary support: Detailed file of each accredited project specifying object, contractual amount, status of execution or dates, contracting entity and contact information of the client.
Proposal selection and management
Regulatory framework: Selection conducted under the IDB's Policies for the Selection and Hiring of Consultants (GN-2350-15) for the formation of a short list of between five (5) and eight (8) eligible firms (which may be made up entirely of national consultants).
Modalities of participation: The nomination of individual firms, in association (Joint Venture / APCA) or through the inclusion of sub-consultants is allowed.
Delivery Method: Sending written expressions of interest in physical format or through permitted electronic means.
