MDEP - Implementation of Phase 1 of the MDEP Institutional Business Intelligence System – Domain Budget

Ecuador, through the Ministry of Economic and Productive Development (MDEP, formerly the Ministry of Economy and Finance), has financing from the Inter-American Development Bank (IDB) for the "Financial Management Modernization Program". This call invites eligible consulting firms to submit their expressions of interest for the reimplementation and technological modernization of the Institutional Business Intelligence (BI) System.

Scope of the consultancy
Main objective: Reimplement the Business Intelligence capacity of the MDEP through modern and scalable solutions with open source technologies on IaaS/institutional housing infrastructure, replacing the legacy platform (IBM Cognos / Oracle 11) to ensure the continuity of the Budget Domain.

Technical components of the project:

Functional reimplementation of approximately 90 reports (±10%) for the Internal BI Portal, Public BI Portal and BI Repository.

Migration of historical data for the period 2008–2025.

Design of the analytical model and semantic layer, incorporating complementary accounting and treasury reports.

Knowledge transfer, training and complete documentation to guarantee technical operation and autonomous evolution.

Methodology and term: Contractual term of up to seven (7) calendar months, executed under an incremental approach by waves and concurrent fronts (delivery of P8 and P9 final products on day 185).

Qualification and Experience Requirements
Technical Accreditation: Submission of information demonstrating required qualifications and relevant experience in BI architecture projects, data migration, and source integration.

Evaluation criteria: The detailed parameters for the evaluation of expressions of interest are specified in the bases published on the institutional web portal of the MDEP.

Proposal selection and management
Regulatory framework: Selection conducted in accordance with the IDB's Consulting Policies for the formation of a short list of between five (5) and eight (8) eligible firms.

Modalities of participation: The nomination of individual firms, in association (Joint Venture / APCA) or through the inclusion of sub-consultants is allowed.

Delivery method: Submission of expressions of interest in writing in physical format or through permitted electronic means, no later than September 28, 2026 at 5:00 p.m.
