Description
The Inter-American Development Bank (IDB) is calling on specialized firms to prepare the Investment Master Plan (PMI) in sanitation and solid waste management in the Bolivian Lake Titicaca basin. The project seeks to structure a portfolio of pre-feasibility projects (FEL 2) to reduce pollution and ensure regional climate resilience by 2050.
1. Strategic and prospective diagnosis
- WWTP evaluation: Update of the sanitation diagnosis with a focus on the performance of existing plants and their capacity for advanced nutrient removal (nitrogen and phosphorus).
- 2050 Scenarios: Prospective analysis that integrates climate change projections (RCP scenarios), population growth and water carrying capacity of the lake.
- Data integration: Systematization and critical validation of previous studies on climate change, waste management and monitoring systems to avoid redundancies.
2. Technical solutions and prioritization
- Technological alternatives: Design of water treatment solutions appropriate to altitude and waste management systems with a circular economy approach.
- Prioritization model: Selection of interventions based on criteria of environmental impact, social benefit, technical feasibility and cost-efficiency.
- Investment programming: Detailed cost estimation (CAPEX/OPEX) and definition of a financing strategy that includes public, private and climate funds.
3. Pre-investment studies and cross-cutting approaches
- FEL 2 Projects: Development of pre-feasibility studies for priority sanitation and waste works, aligned with the IDB's environmental and social safeguards.
- Cross-cutting axes: Mandatory integration of gender equity, inclusion of persons with disabilities (PwD) and climate resilience approaches in all components of the plan.
