Description
The Dominican Republic has received financing from the Inter-American Development Bank (IDB) and the Japan International Cooperation Agency (JICA) for the implementation of the Energy Efficiency Program, and it is proposed to use part of these funds for the modernization of public lighting at the national level.
In this framework, the Ministry of Energy and Mines invites eligible bidders to submit bids for the replacement of conventional luminaires with LED technology, the installation of smart nodes and the implementation of consumption management systems, with the aim of optimizing energy efficiency and improving the management of the public lighting network.
The tender is structured in three geographical lots: Lot 1 (EDESUR), Lot 2 (EDENORTE) and Lot 3 (EDEESTE), which cover the main electricity distribution areas of the country.
The process will be carried out through International Public Bidding (IPL), under the Best Final Offer (MOF) method, in accordance with the applicable procurement policies. Bids must be submitted physically at the headquarters of the Ministry of Energy and Mines in Santo Domingo, and electronic submissions are not allowed.
Qualification requirements include meeting legal, financial, and technical criteria. The submission of current corporate documentation, audited financial statements for the last three years, evidence of financial capacity and experience in similar projects, as well as the availability of qualified personnel and environmental, social and safety management plans are required.
All bids must be accompanied by a maintenance guarantee in the amount of USD 1,164,000. In this process, no margin of preference will be granted to national contractors.
