iRAP Investment Analysis

Description

São Pulo, through the Department of Highways of the State of São Paulo (DER/SP) of Brazil, has financing from the Inter-American Development Bank (IDB) for the "Road Investment Program of the State of São Paulo - Phase III". This call invites eligible consulting firms to submit their expressions of interest.

Consultancy reach
Main objective: Survey and evaluation of the DER/SP road network using the iRAP (International Road Assessment Programme) methodology.

Activities and steps: Elaboration of work plan, data collection, iRAP inspection, volumetric counting and speed surveys, coding and data processing, external quality control, star rating (Star Rating), logistics plan and structuring of the investment plan.

Qualification and experience requirements
Accreditation and certification: Presentation of certificate issued by iRAP or proof of qualification and equivalent prior experience in the use of the methodology.

Technical experience: Demonstrable track record in executing contracts with a similar scope, including classified volumetric vehicle surveys, traffic counting, and road safety reports.

Selection and conditions
Regulatory framework: Selection conducted under the IDB's Consulting Policies for the formation of a short list made up of 5 to 8 eligible firms.

Modality of delivery and partnerships: The constitution of a Joint Venture or the inclusion of subcontractors is allowed. The submission of proposals electronically is permitted.
