The Republic of Suriname has received financing from the Inter-American Development Bank (IDB) to support the Bio-Sweet Program. The executing agency, N.V. Energiebedrijven Suriname (EBS), is initiating a prequalification process to identify capable firms for the design and construction of critical renewable energy and water infrastructure. This project is a major step toward enhancing sustainable utility services through the integration of solar technology and battery storage.
The scope of work includes the design, supply, and installation of Solar PV-BESS (Battery Energy Storage System) mini-grids, along with the necessary water infrastructure and the construction of distribution grids. The project aims to provide a comprehensive solution for energy and water access in targeted areas.
Project Structure and Timeline
The procurement is divided into two distinct lots with different estimated durations for completion:
Lot 1: Estimated duration of 30 months.
Lot 2: Estimated duration of 24 months.
Technical Components: Solar PV generation, battery energy storage systems (BESS), water infrastructure, and distribution grid construction.
Procurement Phase: This stage is strictly for prequalification to establish a list of capable bidders.
Prequalification Requirements
The process follows the IDB’s International Competitive Bidding (ICB) procedures. Key points for applicants include:
Eligibility: Open to all bidders from eligible countries as defined in the IDB Policies (GN-2349-15).
Documentation: A complete set of prequalification documents in English can be requested via email.
Bid Security: A Bid Security or Bid Securing Declaration is not required at this prequalification stage.
