Description
The Inter-American Development Bank (IDB) is calling on consulting firms to conduct an in-depth study on the role of international trade in Costa Rica's growth and inclusive development. The objective is to structure an operational public policy agenda, prioritized and aligned with international standards that reduces the country's productive duality.
1. Theoretical foundations and global approach
- Modern Trade Analysis: Review of theories on firm heterogeneity, endogenous growth, global value chains (GVCs), and economic complexity in small and open economies.
- The London Consensus: Evaluation of this comprehensive approach to understand the links between trade, productive development, associated costs and social inclusion.
2. Characterization and challenges of the Costa Rican context
- Trade structure: Diagnosis of exports, imports, current trade agreements and the persistence of the national productive duality.
- Identification of bottlenecks: Survey of the obstacles faced by local producers, exporters and multinational companies to integrate and benefit from global trade.
3. Benchmark and public policy agenda
- Comparative analysis: Evaluation of good practices in successful international experiences such as Singapore, Malaysia, Dominican Republic, Chile, South Korea, Ireland and Uruguay.
- Agenda proposal: Formulation of operational public policies in key areas such as talent development, innovation, trade facilitation and governance.
- Products and dissemination: Delivery of a structured research report, an executive policy brief and the organization of a hybrid seminar for the presentation of results.
