Description

The Inter-American Development Bank (IDB), in coordination with the Ministry of Mining of the Argentine Republic, is calling on consulting firms to submit proposals to support the development of the technical, regulatory and institutional framework necessary to establish a national reporting system for the results of exploration, resources and mineral reserves aligned with CRIRSCO's international principles.

1. Regulatory Framework and National Reporting Code
Draft law: Prepare the preliminary draft document to institute the national reporting system, give normative force to the standard, define obligated subjects and establish the legal bases for the creation of the enforcement authority.

National Reporting Code: Design the preliminary code and the technical dissemination template based on CRIRSCO, adapted to the federal regime and to the Argentine geological and productive reality (metalliferous, non-metalliferous, limestones, alluvium and brines), with differentiated criteria according to the scale and level of progress of the projects.

2. Institutional design and professional ethics
National Commission and Registry: Formulate the legal proposal, governance scheme and regulations of the future National Commission of Self-Regulated Mining and the National Registry of Competent Persons, including accreditation requirements, audits and disciplinary regime.

Guide to good practices and code of ethics: Formulate the technical guide for the preparation and review of public reports (considering references from the UNFC when appropriate) and draft the code of ethics regulating the conduct, independence and responsibility of the Competent Persons.

3. Validation, articulation with CRIRSCO and roadmap
International Technical Consultations: Develop technical working groups and preliminary consultations with CRIRSCO or its delegated committees to ensure that the design of national instruments strictly corresponds to international standards.

Implementation roadmap: Define the operational sequence, responsible parties, regulatory milestones and necessary steps for the future implementation of the Commission, the Registry and the subsequent formal recognition before CRIRSCO.

Note: Interested companies should review the requirements on the BEO Bidder Portal.
