Description
The Inter-American Development Bank (IDB) is calling for specialized consulting firms for the design, curriculum development, and implementation of a comprehensive model of care for adolescents in sexual and reproductive health (SRH) and the prevention of gender-based violence (GBV). The project seeks to overcome the current programmatic fragmentation in the region through coordinated interventions that are adaptable to local health systems.
1. Territorial scope and strategic objectives
- Target population: Adolescents of both sexes under 20 years of age in conditions of social vulnerability and high epidemiological burden.
- Geographical coverage: Implementation focused on four countries under specific delimitations:
- Costa Rica: Huetar Caribbean Region.
- Dominican Republic: CEDI-Women's Centers in Santo Domingo and/or Santiago.
- Honduras: Municipalities of Santiago de Puringla (La Paz) and Dulce Nombre de Culmí (Olancho).
- Panama: Communities of 24 de Diciembre (District of Panama), Cerro Batea (San Miguelito) or the District of Soloy (Ngäbe-Buglé Region).
- Service axes: Co-design of the comprehensive model, production of editable methodological guides for capacity building and execution of the first pilot training workshops in each country.
2. Evidence-based intervention framework
- Prevention of adolescent pregnancy: Implementation of high-impact strategies such as access to long-acting reversible contraceptive methods (LARC), confidential health services, comprehensive sexuality education, school retention programs with incentives, and screening/vaccination against HPV and HIV.
- GBV mitigation: Incorporation of psychological approaches to behavior change, initiatives to strengthen women's economic autonomy, and actions aimed at reducing exposure to high-risk situations.
- Cultural transformation: Development of awareness campaigns aimed at questioning gender stereotypes, promoting new masculinities and making visible the available institutional support networks.
3. Rapid diagnosis and institutional baseline
- National baseline: Preparation of a rapid situational diagnosis for each of the four countries to characterize the rates of pregnancy, sexually transmitted infections (STIs) and prevalence of violence.
- Normative mapping: Systematization of the laws, regulations, manuals and guidelines in force in the field of SRH and child and adolescent protection.
- Gap analysis: Identification and documentation of programmatic and operational gaps within the existing institutional offering to ensure the potential for scaling up of the new model.
