Description
The Bahamas, through the Water and Sewerage Corporation (WSC), has requested financing from the Inter-American Development Bank (IDB) for "The Bahamas Water Supply and Sanitation Systems Upgrade Program". This notice invites eligible consulting firms to express interest in modernizing and strengthening the corporation's human capital.
Scope of consultancy
Main objective: Modernize WSC's human capital through a comprehensive workforce assessment across New Providence and the Family Islands.
Key deliverables: Identification of skills gaps, organizational challenges, and future workforce needs, alongside the development of a Workforce Transformation Roadmap.
Implementation support: Execution of priority reforms through frameworks, policies, training, tools, technical advice, and change management strategies.
Qualification requirements and experience
General & specific experience: Proven track record in human capital transformation, workforce modernization, HR, performance management, and change management.
Project background: Demonstrated experience in organizational change initiatives and donor-funded or multi-stakeholder projects.
Team expertise: Multidisciplinary team with qualified specialists across key human capital domains, preferably with relevant HR experience in The Bahamas or comparable Latin America and the Caribbean (LAC) contexts.
Selection and conditions
Selection framework: Selection conducted in accordance with IDB Consultant Policies to establish a shortlist of five (5) to eight (8) eligible firms.
Modalities: Joint Ventures and engagement of subconsultants are permitted to enhance qualifications. Expressions of interest may be submitted in writing or electronically.
