Institutional modernization, sustainable mobility and territorial management and municipal control instruments

Description

The Republic of El Salvador has requested financing from the Inter-American Development Bank for the Comprehensive Program for Urban Regeneration and Sustainable Revitalization of Municipal Markets in Santa Tecla and La Libertad and will use part of the funds to finance consulting services. The operation is ES-L1172 and the loan agreement is 6041/OC-ES.
The National Directorate of Municipal Works invites eligible consulting firms to express their interest in strengthening the institutional and financial capacities of the municipalities of La Libertad Sur and La Libertad Costa. The services include the formulation of land use plans and sustainable urban mobility, the strengthening of territorial information systems, and the design and implementation of training programs for municipal offices of urban planning, tax management, markets, and territorial development. They also include the development of regulatory instruments for charging for the use of public space, non-tax services, and mechanisms for capturing capital gains.
The selection will be made in accordance with the Policies for the Selection and Hiring of Consultants financed by the IDB. Firms must demonstrate relevant experience through contracts, certificates or references, submit institutional information and financial statements for the last three years. The short list will include between five and eight eligible firms. Partnership through Joint Venture or sub-consulting is allowed, as well as the electronic submission of expressions of interest.
