Description
The general objective of this Technical Cooperation (TC) is to support digital transformation and social inclusion in Chile through the development of a strategy to increase connectivity and the development of policies that facilitate new trends in broadband services. The Government of Chile has prioritized digital transformation as a lever for social development and has requested the Bank's support to implement projects that contribute to universal digital inclusion.
Consulting services ("the Services") include:
- Diagnosis of the existing trunk network and last mile infrastructure. The ultimate goal is to have a better understanding of the dynamics of the broadband market in Chile considering the socioeconomic and demographic conditions and their impact on the availability and accessibility of broadband.
- Estimation of demand and identification of the main infrastructure gaps. Focus on rural rural areas identified as those where the private sector may not be financially interested in deploying infrastructure.
- Financial and economic analysis. A financial, economic, sensitivity and cost-benefit analysis will be carried out to estimate the capital expenditures (CAPEX) and operating expenses (OPEX) associated with the deployment of the proposed infrastructure, which will also determine the benefits economic and social (quantitative and qualitative).
- Recommendation of regulatory changes. Following the examination of the administrative, regulatory and legal framework, the necessary changes will also be proposed to ensure open access and equitable access to the newly established infrastructures and the development of the ICT industry.
- Preparation of a roadmap and a detailed action plan to adopt new technologies in Chile.
