Description

El Salvador, through the Ministry of Public Works and Transport, has financing from the Inter-American Development Bank (IDB) for the "Rural Roads Program". This call for International Public Bidding (LPI) aims to contract road infrastructure works in the department of La Unión, through the exclusive reception of proposals in physical format.

Project Scope
Objective of the work: Execution of road improvement works in the specified sections and intersections of the UNI10E and UNI35E rural connectivity routes.

Execution period: The estimated time for the construction and final delivery of the civil works is 14 months.

Presentation method: Competitors' bids must be delivered in a sealed envelope in a strictly physical form to the official address of the Ministry. Applications by electronic means will not be allowed and late submissions will be automatically rejected.

Qualification and Experience Requirements
Financial Availability: Demonstrate access to or availability of liquid assets, lines of credit, and other financial resources (free of other contractual commitments) to meet the project's cash flow needs, estimated at a minimum of USD 2,950,000.00. The audited balance sheets for the last five (5) years must be attached.

Required invoicing: Prove an average annual turnover in construction activities of at least USD 13,405,000.00, calculated from certified payments received in ongoing or completed contracts during the last five (5) years.

General experience: Demonstrate a history of active participation in construction contracts of at least ten (10) years (counted as January 1, 2016), whether as a prime contractor, member of an APCA, subcontractor, or management company.

Specific experience: Evidence of the satisfactory and substantial completion of a minimum of two (2) contracts for works similar in complexity and magnitude, executed in the period between January 1, 2016 and the closing of the process.

Resources and safeguards: Ensure the assignment of qualified key personnel and the availability of the list of equipment and technical instruments stipulated in the specifications. Each application must include a Statement of Maintenance of the Offer.
