Implementation of the Sustainable Public Procurement Strategy (includes Diversity, Gender and/or Climate Change)

Description

The Dominican Republic, through the Ministry of Finance and Economy (MHE) and the General Directorate of Public Procurement (DGCP), has financing from the Inter-American Development Bank (IDB) for the "Program to Support the Transparency and Integrity Agenda in the Dominican Republic". This call invites eligible consulting firms to submit their expressions of interest for the effective implementation of the National Strategy for Sustainable Public Procurement (ENCPS).

Scope of the consultancy
Main objective: Operationalize the strategic guidelines of the National Strategy for Sustainable Public Procurement (ENCPS), incorporating diversity, gender and climate change approaches in a transversal way.

Key Components:

Installation of a functional governance model.

Development and application of operational technical instruments.

Strengthening of institutional capacities in the DGCP and in the entities of the National Public Procurement System (SNCP).

Qualification and Experience Requirements
Eligibility and incorporation: Be a firm originating from an IDB member country, legally constituted and authorized to operate in the Dominican Republic (or by means of an affidavit that guarantees its local execution capacity).

General and specific experience:

Minimum five (5) years of experience in the development of procurement strategies, national strategies for governments, or sustainable procurement plans/projects (public and/or private sector).

Experience in the development of sustainable public procurement plans or strategies, public procurement, public management, sustainability or institutional strengthening.

Documentary support: Letter of expression of interest signed and stamped by the legal representative, legal incorporation documents (nationality and legal status), portfolio of similar projects and, in the case of consortia, formal agreement designating the lead company and contact information.

Proposal selection and management
Regulatory framework: Selection made under the IDB's Consulting Policies for the formation of a short list of between five (5) and eight (8) eligible firms.

Modalities of participation: The application of individual firms, in association (Joint Venture / Consortium) or through the inclusion of sub-consultants is allowed.

Delivery method: Sending expressions of interest in physical format (sealed envelope stating the Ref.: MHE-PT-SBC-2026-003) or in digital format via email.
