Description
The Republic of Suriname, through the Ministry of Foreign Affairs, International Business, and International Cooperation, has requested financing from the Inter-American Development Bank (IDB) for the Foreign Investment and Export Promotion Program. This consultancy is a strategic initiative designed to integrate local businesses—specifically women-owned and women-led enterprises—into the value chains of large domestic and international corporations. By fostering these market linkages, the program aims to enhance SME competitiveness, promote local content, and create a more inclusive and resilient business environment in Suriname.
Scope of services
The assignment falls under the Trade sector and involves the design and execution of a comprehensive pilot framework:
Program Design: Developing a scalable supplier development model that includes capacity-building, mentorship, and coaching.
Supply Chain Integration: Facilitating market linkages between local suppliers and large-scale "buyer" corporations operating in the country.
Financial Inclusion: Addressing "Access to Finance" (A2F) challenges for SMEs to ensure they are investment-ready.
Gender Focus: Implementing specific strategies to support and empower women entrepreneurs within the industrial supply chain.
Duration: The consultancy and pilot implementation are expected to be completed within a combined timeframe of approximately 6 months.
Qualification requirements
The selection will follow the IDB’s policies for contracting consultants. Interested firms or consortia must demonstrate:
Proven Track Record: At least 10 years of experience in SME upgrading, supply-chain integration, and local content programs in emerging markets.
Expertise: Experience in buyer engagement, market linkage facilitation, and gender-based business development.
Multidisciplinary Team: Availability of key experts including a Team Leader (10+ years exp.), a Procurement Expert, a Financial Inclusion Specialist, and a Local Coordinator with deep knowledge of the Surinamese business environment.
Shortlist: A shortlist of 5 to 8 eligible firms will be established based on the expressions of interest. Joint Ventures are encouraged to enhance qualifications.
