Description
The Republic of Panama has requested financing from the Inter-American Development Bank (IDB) for Digital Panama. The National Authority for Government Innovation invites eligible consulting firms to express their interest for the Implementation of Stage II of the Technological Portal of Foreign Trade and Logistics of the Republic of Panama (PORTCEL). The project seeks to modernize the integration architecture towards a microservices model and ensure operational sovereignty through migration to private State infrastructure.
Scope of the consultancy
- Analysis and digitalization: Technical-functional analysis of the portal and digitalization of land, air and multimodal cargo services.
- Maritime integration: Execution of complementary integrations to completely digitize the maritime cargo activity.
- Technology modernization: Evolution of enterprise integration architecture toward a microservices-based model and service orchestration.
- Infrastructure migration: Moving the current environment from the public cloud to the State's private infrastructure, ensuring security and resilience.
Qualification Requirements
- Firm experience: Track record in design and implementation of technological platforms linked to multimodal logistics and digitalization of foreign trade processes.
- Technical capability: Development of intergovernmental systems with API-based architectures, large-scale container orchestration, and connection resiliency.
- Certifications: Firms with current certifications in quality management systems and information security related to the sector will be considered.
- Short list: A list of between five (5) and eight (8) eligible signatures will be formed. Expressions of interest must not exceed thirty (30) pages.
