Description
El Salvador, through the Ministry of Tourism of El Salvador (MITUR), has financing from the Inter-American Development Bank (IDB) for the "Program to Support the Recovery and Expansion of the Tourism Sector in El Salvador". This call for International Public Bidding (IPL) invites eligible bidders to submit closed proposals to train and strengthen personnel in the tourism sector.
Scope of Service
Main objective: Design and implementation of the comprehensive training, strengthening and technification program aimed at the human talent that makes up the national tourism ecosystem.
Qualification Requirements and Conditions
Regulatory framework: International Public Bidding (IPL) conducted under the IDB's Policies for the Acquisition of Works and Goods.
Financial capacity: Presentation of audited financial statements (2021 to 2025) that demonstrate an average annual turnover equivalent to at least one (1) times the total amount of the lots to which the applicant is applying.
Experience and technical capacity:
Satisfactory execution of at least three (3) similar programs or projects in the last five (5) years, whose cumulative value is equal to or greater than the estimated value of the lots quoted (with at least one project representing 50% or more of the value of the largest lot).
Provision of facilities and operational infrastructure in the teaching area (owned, leased or with a rental commitment), as well as the necessary equipment for the development of the conferences.
Commitment to have a team of facilitators with a technical or university degree, specialized training and a minimum of two (2) years of experience in the teaching of related subjects (a facilitator may take on a maximum of 3 topics).
Margin of preference: A margin of economic preference will be granted to national contractors or consortia (APCA).
Required guarantee: It is mandatory to attach the Bid Maintenance Statement to the proposal.
Management and submission of bids
Access to the rules: The specifications in Spanish can be requested by email or downloaded free of charge from the COMPRASAL portal and the official MITUR website.
Delivery method: Bids must be delivered physically and in a sealed envelope at the assigned facilities in San Salvador. Electronic bids will not be allowed. The opening will take place through a face-to-face public event with the option of online attendance.
