Implementation of the analytics and control module of DeclaraIDB 3 in Uruguay, expansion of DeclaraIDB Honduras functionalities and design and implementation of digital solutions for public integrity for Paraguay

Description

The Inter-American Development Bank invites consulting firms to submit their Expression of Interest to develop and implement digital solutions that strengthen public integrity, transparency, and government control systems in Uruguay, Honduras, and Paraguay.

The consultancy comprises three main components:

1. Uruguay – DeclaraIDB 3: Develop and implement an analytics and control module for the Transparency and Public Ethics Board (JUTEP), incorporating up to 64 alert indicators, risk classification, integration with external sources and visualization dashboards to analyze sworn statements of assets.

2. Honduras – Expansion of DeclaraIDB: Implement nine functionalities in the Superior Court of Accounts platform, including improvements in user administration, self-management of declarants, annual updating of information, and management and payment of fines.

3. Paraguay – Digital Integrity Solutions: Install and configure a Moodle-based training platform for the Comptroller General of the Republic and develop the functional design, user stories and Design System of a platform for monitoring international anti-corruption commitments.

The firm will have to carry out the corresponding tests, production, technical documentation and transfer of knowledge. The consultancy includes five products over a period of 12 weeks.
