Description
Brazil, through the ParanĂ¡ State Secretariat of Education and Sports (SEED-PR), has financing from the Inter-American Development Bank (IDB) under Loan Agreement 5402/OC-BR for the "Education for the Future Program - ParanĂ¡ (PEF)". This call invites eligible companies or consulting institutions to express interest in the design and execution of the program's impact evaluation research.
Scope of Consulting Services
Main objective: To prepare and implement the impact assessment of the PEF, in close coordination with the Program Management Unit (UGP), in order to measure the efficiency of the resources used and to subsidize the continuous improvement, expansion or reformulation of the educational policies of High School and Professional Technical Education (ETP).
Technical components: * Conducting causal impact assessments for PEF actions with already consolidated administrative data.
Execution of ex-ante evaluation and preparation of causal impact proposals for actions in the initial phase of implementation.
Evaluation of results based on the "before and after" comparison of the indicators associated with the objectives of the program.
Expected Outputs: Development of methodological design, baseline, structuring of data collection instruments, econometric analyses and technical reports.
Execution period: The estimated period for the fulfillment of the activities is 18 months.
Eligibility requirements and conditions
Capacity assessment criteria: Interested firms or institutions will be evaluated based on the following axes of experience:
Minimum general experience of 5 years of documented performance.
Specific experience in similar services within the public administration.
Specific experience in similar services with multilateral credit agencies.
Specific experience in similar services directly aimed at the area of Education.
Definition of similar services: Studies focused on impact evaluations, outcome evaluation, quantitative or qualitative methodologies for causality/contribution analysis, and counterfactual-based evaluations (including quasi-experimental methods).
Consortia and associations: Consulting firms may associate in the form of a joint venture or subcontract specialists to strengthen their technical qualifications. The nationality of the association will be defined by the country of legal incorporation of the company appointed as the representative leader.
Selection and shortlist: Consultants will be selected in accordance with the IDB's Consulting Policies for the structuring of a shortlist composed of a minimum of five (5) and a maximum of eight (8) qualified companies.
