Description

The Inter-American Development Bank (IDB) is calling on consulting firms to carry out a quantitative and methodologically sound impact assessment of the electronic procurement procedures introduced by Law 21,634 in Chile's public procurement system (ChileCompra). The study will analyze the period 2019–2025 to measure administrative efficiency, market competition and fiscal savings.

1. Analytical framework and administrative costs
Multidimensional Spend Cube: Analysis of transactional data under three complementary axes: what is bought (UNSPSC code), who buys (type of organization, digital maturity) and who is bought from (company size, gender).

Activity-Based Costs (ABC): Quantification of net administrative savings per transaction, measuring effort variables such as person-hours, system cost, and legal validations in modalities such as Agile Purchasing.

2. Causal identification methodologies
Differences in staggered differences: Application of the Callaway & Sant'Anna (2021) model to isolate the effects of the progressive incorporation of new subnational entities into the system.

Discontinuity Regression (DDR): Statistical evaluation at the critical threshold of 100 UTM to measure the impact of Agile Purchasing on final prices and the level of supplier competition.

Experimental design (RCT): Implementation of a randomized controlled trial with incentives to quantitatively evaluate the pilot of the Circular Economy Platform.

3. Sustainability and continuous monitoring
Environmental impact: Estimation of the economic benefit of reused goods versus new ones and calculation of the carbon footprint avoided using the Social Cost of Carbon methodology.

Institutional metrics: Design of formulas and periodic efficiency indicators that ChileCompra can calculate autonomously for permanent monitoring.

Scientific publication: Preparation of a highly rigorous technical document, structured to serve as a regional reference and suitable for indexing in international journals.
