Description

The Intergovernmental Coordinating Committee of the Countries of the La Plata Basin (CIC) has non-reimbursable technical cooperation financing from the Inter-American Development Bank (IDB) for the project "Promoting water security in the La Plata Basin: facing the challenge of droughts to strengthen regional value chains". This call invites eligible consulting firms to express their interest in the execution of strategic hydrological studies of a cross-border nature.

Scope of the consultancy
Main objective: To develop the update of the general information of the basin and to prepare a comprehensive hydrological balance (supply and demand), both current and projected, which serves as an analytical tool for decision-making.

Technical activities: Collection and consolidation of official data from each of the member countries, together with secondary information from recognized bodies. The study will systemically cover the modelling of both surface and groundwater.

Qualification and Experience Requirements
Applicant firms (individual or in alliance) must demonstrate specific capabilities through the documentation of their technical background, considering the following key aspects:

Thematic and regional experience: It is essential to accredit direct technical experience in the subject matter of the study, complemented by previous experience of work in the geographical region of the La Plata Basin.

Evaluation of alliances: In the case of consortia or Joint Ventures, the background that reflects the institutional capacity of each member will be evaluated, as well as previous experience in joint work within this same specialty.

Minimum professional team: A structured interdisciplinary team is required that has, at least, the following profiles:

Project Director.

Technical Area Managers for the following areas: Basic Studies; Hydrology, Hydrogeology and Hydraulics; Environment; Geomatics; Computer Science; and Social Management.

Conditions of the process and presentation
Selection mechanism: The process will be conducted under the Policies for the Selection and Hiring of Consultants financed by the IDB (GN2350-15) for the formation of a short list of between five (5) and eight (8) eligible firms.

Corporate partnerships: Companies may ally as partners or subcontractors to improve their qualifications. The nationality of the proposal will be determined by the country of legal incorporation of the lead firm or representative.

Delivery method: Expressions of interest can be sent in writing via email or delivered in printed format directly to the CIC offices (within the hours of operation from 10:00 a.m. to 12:00 p.m. and from 2:00 p.m. to 5:00 p.m.). Clarifying queries will also be managed via email.
