Brazil, through the Secretariat of Planning and Management of the State of Ceará (SEPLAG-CE), has financing from the Inter-American Development Bank (IDB) for the program "Ceará Mais Digital - Digital Transformation of the Government of the State of Ceará". This call invites eligible consulting firms to submit their expressions of interest.

Consultancy reach
Main objective: Elaboration of the strategic framework, governance structure, masterplan and business model for the implementation of an Innovation and Artificial Intelligence (AI) District in the city of Fortaleza.

Stakeholder engagement: Structured mechanisms for listening to and integrating the local ecosystem (Federation of Industries, universities, startup ecosystem and other relevant actors).

Qualification requirements and methodology
Technical capacity: Proof of qualifications and relevant experience for the provision of specialized consulting services in similar projects.

Methodological parameters: Detailed work plan with a schedule of steps, attributions and competencies of the technical team, formal criteria for validation of deliveries and quality control.

Management and monitoring: Issuance of periodic progress reports, mechanisms for continuous evaluation of results based on feedback from the contractor, and formal procedures for adjustments and improvements in execution.

Selection and conditions
Regulatory framework: The process will be conducted in accordance with the IDB's Policies for the Selection and Hiring of Consultants, with the objective of structuring a short list of 5 to 8 eligible firms.

Associations and delivery: The constitution of partnerships in the form of a Joint Venture or the inclusion of subcontractors is allowed. Electronic proposals will not be allowed (delivery must be made in writing and in physical format).
