Hiring of an individual technical consultant in intercultural education and pedagogical strengthening for traditional communities served by the Education for All of Pará Program

Brazil, through the Pará State Department of Education (SEDUC/PA), has financing from the Inter-American Development Bank (IDB) for the "Education for All of Pará Program". This call invites eligible professionals to express interest and present their resumes to act as individual consultants in the development and adaptation of educational initiatives for indigenous and traditional communities.

Consulting scope
Main objective: To provide technical-operational and advisory support to SAEB/DDI in the hiring, preparation, execution and monitoring of pedagogical initiatives aimed at the traditional communities served by the program.

Key activities:

Support participatory processes and community dialogues, observing sociocultural, territorial and linguistic specificities.

Analyze and guide the preparation of Terms of Reference, defining technical and methodological requirements for the cultural adequacy of actions and materials.

Technically evaluate proposals and monitor the deliveries of consulting/non-consulting contracts, issuing opinions and recommendations.

Structure periodic follow-up reports for program management and for the IDB.

Contractual conditions: Advisory work (without decision-making power), with a duration of 8 months (extendable). The work will be carried out in person at the SEDUC/PA headquarters in Belém, requiring availability for travel (cost reimbursed upon proof).

Qualification and experience requirements
Education: Complete higher education in Pedagogy (with Degree), Economics, Administration, Engineering, Law or related areas. Desirable postgraduate degree in Intercultural Education, Anthropology, Indigenous/Quilombola School Education, Public Policies or related areas.

Must-have experience:

Minimum of 3 years of proven experience in management of educational public policies.

Proven experience in the elaboration and design of initiatives aimed at the educational service of traditional communities.

Desirable skills: Experience in projects funded by multilateral organizations, validation of culturally appropriate methodologies and teaching materials, direct work with indigenous, quilombola and riverine peoples, and knowledge of relevant legislation.

Selection and management of proposals
Regulatory framework: The selection will be carried out through curriculum comparison, based on the qualifications of each professional, in accordance with the IDB rules for the Selection of Individual Consultants.

Access to information and delivery: The complete Term of Reference can be requested and the resumes (in a single PDF, according to the model in Annex I) forwarded to the Special Bidding Committee by e-mail comissao.bid@seduc.pa.gov.br.
