Hiring a consulting firm to design the strategic and operational plan for digital health

The State of Sergipe has requested financing from the Inter-American Development Bank for the "Program for the Strengthening of Social Inclusion and Health Care Networks - PROREDES Sergipe". In this context, the Sergipe State Department of Health invites eligible consulting firms to express interest in providing services for the "Hiring of a consulting company to design the strategic and operational plan for digital health" (BR-L1583-P00097).

The consulting services include supporting the Secretariat in the formulation of a state digital health strategy, through the preparation of technical and strategic inputs that support the planning, organization and direction of the digital transformation in health in the State. The scope includes the diagnosis of the digital maturity of the State Health System, the definition of the conceptual architecture for the interoperability of information systems, the proposition of information governance guidelines, the structuring of a training plan in digital health, the methodological design for monitoring and evaluating the strategy, and the elaboration of guidelines for organizational change management.

The short lists will be made up of a minimum of five (5) and a maximum of eight (8) eligible firms. Consultants may join in the form of a joint venture or include them as subcontractors in order to improve their qualifications.

The selection will be carried out in accordance with the procedures indicated in the Policies for the Selection and Hiring of Consultants financed by the Inter-American Development Bank, and interested parties must provide information that proves their qualifications, experience in similar services previously provided and availability of technical staff.

Expressions of interest must be sent in writing by e-mail or delivered in printed format.
