Description

The Dominican Republic, through the Ministry of Labor, has requested financing from the Inter-American Development Bank (IDB) for the project to Support the Flexible Employment System RD-TRABAJA. This ambitious technology consultancy seeks to transform labor intermediation in the country by creating a cutting-edge digital platform that integrates artificial intelligence and virtual environments. The objective is to eliminate barriers to access to employment, offering citizens and companies a modern, inclusive and efficient ecosystem that facilitates the matching between human talent and market opportunities.

Scope of the consultancy
The services are part of the Social Investments sector and include the development of a comprehensive technological solution:

Responsive Web Portal: Design of an optimized interface for job seekers and companies.

Metaverse and Gamification: Creation of a virtual environment (using WebXR, WebGL or Three.js) for virtual job fairs and interview simulations, accessible from mobile devices and scalable to immersive 3D experiences.

Artificial Intelligence: Implementation of language models (LLM) for intelligent profile analysis and an AI chat system for career guidance.

Digital Accessibility: Strict compliance with international WCAG standards and the Dominican standard NORTIC B2:2017, guaranteeing access to people with disabilities (PwD).

Data Management: Comprehensive migration of existing information, ensuring the integrity, security, and scalability of the new system.

Qualification Requirements
The selection will be made under the IDB's Consulting Policies. Interested firms should consider the following:

Technological Capability: Demonstrable experience in large-scale platform development, AI integration, and creation of interactive virtual environments.

Accessibility Experience: Proven knowledge in the implementation of digital accessibility regulations for the public sector.

Partnerships: The participation of firms in the form of a joint venture or subcontracting is allowed to strengthen the technical profile, especially in the areas of virtual reality and AI.

Process: A short list of between 5 and 8 eligible firms will be established to advance to the technical and economic proposals phase.
