Hiring of a consulting company to act as an Independent Verification Agent (AVI) for the Electrification and Management Improvement Program of the Public Transport System

Brazil, through the Municipality of São Paulo and the Municipal Secretariat of Urban Mobility and Transport (SMT), has financing from the Inter-American Development Bank (IDB) under Loan Agreement BR-L1622. This call (Invitation No. 001/SMT/2026 / Process No. 6020.2026/0000277-7) invites eligible consulting firms to express interest in acting as Independent Verification Agent (AVI).

Consulting scope
Main objective: Measurement, validation and technical, objective and independent certification of compliance with the Disbursement Linked Indicators (IVDs) of the program's credit operations.

Activities and deliverables:

Detailed document analysis, on-site inspections and functionality tests on digital systems.

Preparation of specific verification reports by indicator.

Preparation of a consolidated final report over the expected follow-up of five (5) years.

Selection and management of proposals
Regulatory framework: The selection will be conducted using the Quality and Cost-Based Selection (SBQC) method, in accordance with the IDB's Policies for the Selection and Hiring of Consultants (GN-2350-15), for the formation of a short list composed of five (5) to eight (8) firms (with the possibility of being fully integrated by national companies).

Modalities of participation: Associations between firms are allowed in the form of a consortium (Joint Venture) or subcontracting to complement capacities.
