Hiring of a consultant specializing in public budget, remuneration and income

Description

The Government of Ecuador, through the Ministry of Economy and Finance (MEF), is implementing the Financial Administration Modernization Program with financing from the Inter-American Development Bank (IDB). This call for individual consultancy seeks to incorporate a high-level expert to strengthen the financial management component, specifically in the areas of budget planning and administration of the public sector wage bill. The objective is to optimize the processes of income and expenditure linked to remunerations, ensuring the sustainability and efficiency of state spending within the framework of administrative modernization.

Scope of the consultancy
The services are part of the Financial Administration Modernization sector and include the following technical responsibilities:

Budget management: Advise on the formulation, monitoring and evaluation of the public budget, ensuring alignment with the goals of the program.

Compensation analysis: Monitor and analyze salary structures and staff incomes in the public sector to identify opportunities for optimization.

Specialized technical support: Provide assistance in the execution of the activities of Component 3 of the Program, coordinating with the executing and sub-executing agencies.

Regulatory compliance: Ensure that all budget and revenue processes are in accordance with IDB policies and current Ecuadorian legislation.

Qualification Requirements
The selection will be made through the Comparison of Individual Consultant Qualifications, in accordance with IDB policies (GN-2350-15):

Professional profile: Expert with advanced training and demonstrable experience in public budget, remuneration systems and state revenues.

Eligibility: Open to citizens of all eligible member countries of the Inter-American Development Bank.

Required documentation: Mandatory submission of the Curriculum Vitae in the established format (Section 4 of the specifications) and the Certification of Eligibility and Integrity (Annex 4).
