Description
The Court of Justice of the State of Espírito Santo (TJES), of Brazil, has requested financing from the Inter-American Development Bank (IDB) for the Program for the Modernization of the Judiciary of Espírito Santo – PROMOJUES. This international call aims to select a consulting firm specialized in the provision, parameterization, integration and data migration of a unified ERP solution, replacing legacy administrative systems and modernizing the Court's institutional governance.
Consultancy reach
- Integrated ERP solution: Implementation of a unified, parameterizable and scalable tool that includes the provision of licenses, process mapping/redesign, customizations, tests and technical support.
- Integrated and transversal modules: Complete coverage for the areas of Bidding, Purchasing, Warehouse, Assets, Construction Management, Budget, Costs, Planning and Finance, in addition to the control of Expenses and Collection (budgetary and extrabudgetary).
- Specific submodules: Monitoring of continued services with exclusive dedication, consumption of utilities (energy, water and telecommunications), fleet management, daily rate requests, fund supplies and restitution of values.
- Integration and interoperability: Development of structured interfaces and secure APIs for integration with the existing corporate people management system and other TJES databases.
- Transition plan: Execution of the stages of data migration and sanitation, entry into production, assisted operation and training for users and administrators.
- Execution period: The estimated period for the development and consolidation of the contract is 02 (two) years.
Eligibility requirements
- Technical capacity: Proof of experience in services of a nature and complexity similar to the object of the call, presenting a consolidated institutional portfolio, attestations or declarations of technical capacity.
- Selection method: Consulting firms will be selected under the guidelines of IDB policy GN-2350-15, using the Quality- and Cost-Based Selection (SBQC) method.
- Associations and consortia: The participation of consultants individually or in association is allowed under the modality of Joint Venture or subcontracting to strengthen technical qualifications.
- Shortlist: The process aims to select a shortlist composed of a minimum of five (5) and a maximum of eight (8) eligible firms for the final phase of proposals.
