HO-L1186 : Support for the National Electricity Transmission Program

Description

The National Electric Power Company (ENEE) has received from the Inter-American Development Bank (IDB) through Operation No. HO-L1186, IDB Loan Contract No. 4598 / BL-HO “Support to the National Program for Energy Transmission Eléctrica ”, wishes to hire the services of an Individual Consultant to develop the consulting services:“ High-level Individual Consultancy for the preparation of terms of reference and budgets for specialized consultancies to strengthen the electric power transmission capacity in Honduras ” , to provide technical assistance to the technical personnel of the Transmission Management and responsible for the execution of the project Support to the National Electric Power Transmission Program within the framework of the objectives of the agreement and the implementation of the LGIE, regarding the formulation of proposals or strategic orientations for the optimization of resources, continuous improvement, quality of services for the function efficient operation of the system.

 

The Professional must meet the following minimum qualifications:

 

1. Academic Degree:

University Professional with an academic degree at the level of Electrical, Electromechanical, Mechanical Engineer. It will be valued with a Master's degree with specialization in planning of energy systems and / or renewable resources.

 

2. General Experience:

At least twenty (20) years of work experience is required from the date of obtaining your university degree in engineering.

 

3. Specific Experience:

3.1 With experience, at least fifteen (15) years in the field of electrical energy in operation and maintenance of high voltage transmission networks and facilities.

3.2 Experience of at least five (5) years in project design, management, execution of studies or analysis of the national electricity system or of Latin American countries similar to those of Honduras and the Central American isthmus.

3.3 Experience of at least three (3) years in the preparation of proposals in the matter of electrical energy under policies of multilateral organizations (IDB / World Bank / UNDP) on companies or electrical systems.

3.4 Experience in the supervision / review of the detailed engineering of at least five (5) projects of high voltage transmission networks.

3.5 Experience in the supervision / review of technical specifications of bidding documents of at least three (3) projects of high voltage transmission networks.

3.6 Experience in Administration of Investment Projects in the Public Sector, Fiduciary and Institutional Reforms in the Electricity Sector, Methodologies or guidelines for the preparation of Multilateral proposals and projects (IDB / World Bank / UNDP).

 

4. Other Knowledge:

4.1 Specialization courses in planning of energy systems and / or renewable resources.

4.2 Written, read and spoken proficiency of the Spanish language: Spanish language can be complemented by a highly qualified interpreter. The costs associated to the interpreter must be covered by the consultant.
