Description
Jamaica has requested financing from the Inter-American Development Bank and the European Union's Caribbean Investment Facility (EU-CIF) for the Energy Management and Efficiency Program (EMEP) and will use part of the funds to finance this consultancy. The operation is JA-G1003 and the financing contract is GRT/ER-16412-JA.
The Ministry of Energy, Transport and Telecommunications invites eligible consulting firms to submit expressions of interest to modernize Jamaica's Electricity Book of Codes and develop the associated technical, regulatory, institutional and governance frameworks. The aim is to strengthen the safety, reliability, resilience and efficiency of the electricity system, facilitating the country's energy transition.
The services include the updating of grid and distribution codes, interconnection standards, integration of renewable energies, battery storage, electric vehicle charging infrastructure, microgrids, digitalization of networks and cybersecurity, as well as the development of regulatory instruments and governance mechanisms.
Selection will be made using the Quality and Cost Based Selection (SBCC) method, in accordance with IDB policies. Firms must demonstrate at least ten years of experience in electricity regulation, electrical systems engineering or network operations, as well as relevant experience in modernization of technical codes and regulatory frameworks. Experience in island electricity systems, Jamaica and the Caribbean will be especially valued. Partnerships and sub-consultations are allowed, and the short list will include between five and eight eligible firms.
