Description
The Inter-American Development Bank (IDB) is calling for consulting firms to design, develop and implement a comprehensive geospatial data system hosted on the infrastructure of FIRA (Mexico).
The objective is to incorporate territorial, environmental, social and climate criteria in the evaluation of the loan portfolio to prevent negative impacts and detect opportunities for sectoral sustainability.
1. ETL processes and data standardization
- Layer automation: Development of modular ETL processes for the download, purification and loading of geospatial data of a structural nature (agricultural boundaries, watersheds, soil types).
- Homogenization of sources: Integration and technical documentation of official heterogeneous data from multiple public entities under formats and web services (WMS, WFS).
- Open source infrastructure: Secure storage of information on institutional servers, prioritizing free software tools to avoid dependence on proprietary licenses or external clouds.
2. Portfolio and visualization platform integration
- Credit linkage: Relationship of geographic data with FIRA's portfolio, distinguishing between loans with defined polygons and those linked to municipalities, localities or postal codes.
- Internal geospatial viewer: Implementation of a native platform with capabilities to deploy thematic layers, measure distances/surfaces, generate buffer areas and carry out massive loads of properties.
- Climate risk traffic light: Creation of automated spatial analysis tools that classify projects (approved, conditional, or excluded) to identify risks of expansion of the agricultural frontier or degradation of ecosystems.
3. Governance, documentation and reporting
- Automated reports: Functionality for downloading socio-environmental assessments summarized in PDF format for each individual credit analyzed.
- Data dictionary: Construction of a structured catalog that records the source, scale, metadata and the frequency of updating of each integrated layer.
- Technology transfer: Generation of operating manuals and comprehensive technical documentation to ensure that the maintenance, scalability and management of the system are carried out autonomously by FIRA personnel.
