General equipment USF - 1st stage

Description

Paraguay, through the Ministry of Public Health and Social Welfare, has financing from the Inter-American Development Bank (IDB) for the "Program for the Strengthening of Integrated and Comprehensive Health Service Networks Based on Primary Health Care." This call for International Public Bidding (IPL) seeks to equip various health care centers in the country.

Scope of the offer
- Objective of the acquisition: Supply and installation of furniture and general operational equipment for Family Health Units (USF), including metal shelves, desks, refrigerators, chairs and tables for dining room, among others.

- Delivery time: The estimated time for the total supply of the goods is 60 calendar days, counted from the receipt of the purchase order.

- Presentation modality: Bids must be delivered in a sealed envelope and in strictly physical format. Electronic proposals are not accepted and late submissions will be automatically rejected.

Qualification Requirements and Conditions
- Financial capacity: The presentation of the financial statements for the years 2023, 2024 and 2025 is required to verify the following minimum indicators (calculated on the average of the three years):

- Liquidity ratio (current assets / current liabilities): Equal to or greater than 1.

- Indebtedness (total liabilities / total assets): Not greater than 0.80.

- Profitability (net income / capital): The accumulated average must not be negative.

- Specific experience: The bidder (or the combined members in the case of consortia) must demonstrate experience in the supply of goods and general equipment through contracts executed between 2023 and 2025, the sum of which reaches at least 40% of the total amount of its offer.

- National preference: For this international contracting process, a margin of preference will be granted to contractors or supplier associations (APCA) of national origin.

- Guarantee of seriousness: All economic proposals must be backed by a Guarantee of Maintenance of the Offer equivalent to 5% of the total price quoted.
