Description
The Inter-American Development Bank (IDB) is seeking a consulting firm to evaluate and optimize the framework of incentive and support schemes for business and trade development in Trinidad and Tobago. The project aims to improve the coherence and effectiveness of these programs, with a strategic focus on MSMEs and the services sector, ensuring alignment with international best practices.
1. Assessment of Incentives and Support Schemes
The consultancy will conduct a deep dive into the existing inventory of support programs across several critical areas:
Thematic Scope: Validating schemes related to MSME financing, export development, investment promotion, e-commerce, and enterprise formalization.
Green and Digital Transition: Specific focus on incentives for green manufacturing, renewable energy integration, and digital business development.
Effectiveness Analysis: Assessing utilization levels, identifying barriers to access (such as administrative complexity), and determining if programs are meeting their stated objectives for startups and informal firms.
2. Institutional Analysis and Benchmarking
The firm will evaluate the governance and delivery mechanisms of these incentives:
Coordination: Analyzing institutional arrangements and coordination among public agencies, financial institutions, and the private sector to identify duplication or fragmentation.
International Benchmarking: Comparing Trinidad and Tobago’s framework against other small, open economies to identify successful models for program consolidation.
Global Best Practices: Identifying models for linking incentives to international standards, conformity assessments, and sustainability requirements.
3. Gap Analysis and Strategic Recommendations
The final phase of the project focuses on providing a roadmap for a more performance-driven framework:
Program Redesign: Identifying specific schemes that require revision, consolidation, or total redesign to improve utilization.
Actionable Roadmap: Proposing prioritized and sequenced recommendations to enhance program impact and accessibility.
Key Deliverables: Production of a Comprehensive Inventory and Mapping Report, a Gap Analysis and Benchmarking Report, and a Final Strategic Report.
