Framework agreement for comprehensive consulting and ICT services, to support the digital transformation of the various directorates of the Ministry of Finance and Economy

Description

The Dominican Republic, through the Ministry of Finance and Economy, has requested financing from the Inter-American Development Bank (IDB) for the Program to Support the Transparency and Integrity Agenda. This call seeks to establish a Framework Agreement to select specialized suppliers to promote the technological modernization of the State. The objective is to create a robust, interoperable ecosystem of digital services aligned with the national digital government strategy, allowing for more efficient and transparent public management.

The services are divided into five strategic components within the State Reform/Modernization sector:

- Architecture and design: Definition of business architecture and technical software design.

- Software and Quality Factory: Building quality assurance (QA) applications and services.

- Mission Personnel: Provision of technical specialists to strengthen the Ministry's capacities.

- Change management: Strategies to ensure the adoption of new technologies and digital culture.

- ICT Services: Consulting in digital transformation, e-government and project management.

Qualification Requirements:

- Seniority: Prove at least 10 years in the market. The leader of an association (APCA) must be at least 5 years old. The signature must be from an IDB member country.

- Experience: Detail similar services (ICT, architecture, software) performed in the last 5 years, preferably in the public sector.

-Short list: Between 5 and 8 signatures per component will be pre-selected.

Briefing: A virtual meeting will be held on April 22, 2026 at 11:00 a.m. via Microsoft Teams.
