Description
The objective of the consultancy is to contribute to the state's of Sergipe fiscal sustainability through:(i) modernization of fiscal management; (ii) improvement of tax administration; and (iii) improvement of public expenditure management.
Description of services:
The consulting services (“the Services”) for which the most qualified consulting firm will be invited to submit proposals include: (i) carry out a diagnosis of the maturity stage of people management at SEFAZ/SE, focusing on systems, processes and critical success factors,
(ii) identify the most appropriate strategy for implementing a strategic people management model,
(iii) define strategic guidelines and propose an implementation model,
(iv) review and update the most critical existing processes and structuring new ones, focusing on results,
(v) present the relationships of practices and tools, in a schematized, of an integrated and strategic people management model, which includes graphic elements (architecture of the model),
(vi) prepare terms of reference for the development of the people management system,
(vii) develop and implement a workforce planning and sizing model at SEFAZ/SE,
(viii) develop involvement and dissemination programs of the management model for SEFAZ/SE employees and managers, and,
(ix) prepare scripts and manuals, if applicable, and propose necessary and useful measures to transfer knowledge to SEFAZ/SE work teams.
