Description
The Inter-American Development Bank invites consulting firms to submit their Expression of Interest to conduct a feasibility study on carbon pricing instruments in Peru. The objective is to assess the cost-effectiveness and economic, fiscal and distributional impacts of a carbon tax, a regulated emissions trading system and possible combined schemes.
1. Analysis of abatement costs and demand
Develop marginal abatement cost curves, identify the sectoral potential for emission reductions, and estimate price-demand elasticities of carbon credits and taxable goods.
2. Modelling of economic scenarios and impacts
Evaluate different emission caps (Caps) and tax levels, considering the climate commitments of the NDCs and their effects on GDP, employment, inflation, revenues and tax collection.
3. Benchmarking of instruments
Compare the cost-effectiveness of taxes and regulated carbon markets, identifying alternatives that reduce emissions with lower economic and welfare costs.
4. International analysis and institutional viability
Systematize international evidence on climate policy instruments and assess the institutional, economic, and legal conditions necessary for their implementation in Peru.
Interested companies should carefully review the registration requirements on the relevant IDB portal and ensure that all requested information is completed before submitting their Statement of Interest (EOI).
