Description
Brazil, through the Department of Highways of the State of São Paulo (DER-SP), has financing from the Inter-American Development Bank (IDB) for the "Road Investment Program of the State of São Paulo - Phase III" (Process BR-L1607-P00087). This call invites eligible consulting firms to express interest in providing specialized services for the promotion of gender equity, diversity and inclusion in the road infrastructure sector.
Consulting scope
Main objective: Development and implementation of institutional actions to promote gender equity, diversity and inclusion, aligning the organization with good practices of public governance, sustainability and social responsibility.
Components and deliverables:
Elaboration of a work plan, diagnosis and institutional census, culminating in the formulation of the gender equality and diversity policy and the action plan for equity.
Structuring of a mechanism to encourage internships for women in technical and engineering careers, including diagnosis of the recruitment journey and panel of indicators.
Creation of an opportunity viewer and a system for monitoring gender and inclusion disparities, in addition to governance support for the institutional committee.
Carrying out capacity-building, training and awareness programs focused on People with Disabilities (PCD) and general inclusion.
Execution of external communication campaigns, social engagement, promotion of women's careers in the infrastructure sector and establishment of institutional partnerships.
Qualification and experience requirements
Company experience: Minimum of five (5) years of experience in gender equity, diversity and inclusion projects, preferably in the public sector or in companies in the engineering and infrastructure sectors.
Technical and methodological skills: Proven expertise in institutional strengthening, organizational development, and qualitative and quantitative data analysis with mastery of visualization tools (such as Power BI or equivalents).
Work approach: Application of a participatory methodology that includes active listening, focus groups and collaborative diagnoses integrating different hierarchical levels.
Selection and management of proposals
Regulatory framework: The selection will be conducted in accordance with the IDB's Policies for the Selection and Hiring of Consultants for the formation of a short list composed of five (5) to eight (8) eligible firms.
Modalities of participation: The association between companies is allowed in the form of a consortium (Joint Venture) or through subcontracting to complement qualifications.
Method of delivery: Expressions of interest must be delivered in writing to the DER-SP address. Proposals sent electronically will not be accepted.
