Description
The Inter-American Development Bank (IDB) is calling on consulting firms to carry out a comprehensive evaluation of the prison concession model in Chile. The objective is to analyze the technical, financial and operational performance of the Public-Private Partnership (PPP) scheme to generate recommendations that optimize future bidding processes and improve the competitiveness of the sector.
1. Analysis of the financial model and structure
- Institutional evolution: Review of the regulatory and contractual framework from the first generation of concessions to current projects to identify lessons learned and weaknesses.
- Economics and risks: Evaluation of payment mechanisms, subsidy structure, bankability and relevance in the distribution of risks between the State and the private sector.
2. Operational performance and social reintegration
- Service standards: Audit of the operation, maintenance and provision of basic services (food and health) against contractual obligations.
- Reintegration programmes: Specific analysis of the effectiveness of reintegration strategies and coordination between builders, operators and financiers.
- Coordination of actors: Identification of inefficiencies in the articulation of roles of the private sector and their impact on the overall performance of projects.
3. Market, competition and public policy
- Bidding dynamics: Study of the causes of low bidder participation and analysis of entry barriers through interviews with market players.
- Strategic alignment: Evaluation of the model's coherence with current prison policy, focused on security, attention to complex needs and oversight.
- International benchmark: Comparison with experiences of prison PPPs in countries such as Uruguay and Brazil to formulate proposals for contractual improvement.
