Description
The Inter-American Development Bank (IDB) is seeking a consulting firm to evaluate the readiness and medium-term effects of the HEARTS 2.0 model for Cardiovascular, Kidney, and Metabolic (CKM) care in Suriname. Leveraging administrative data from 2018 onwards, the project aims to assess impact, implementation fidelity, and provide actionable evidence for scaling up integrated primary health care (PHC) interventions.
1. Quantitative baseline and gap analysis
The consultancy will perform a rigorous assessment of CKM indicators across PHC facilities:
- Gap analysis: Mapping the feasibility of 45 evidence-based clinical interventions, including access to pharmacological treatments (SGLT2 inhibitors) and point-of-care diagnostics.
- Causal inference: Using quasi-experimental methods to analyze hypertension control and referral patterns through Suriname's comprehensive health information system.
2. Qualitative evaluation and operational readiness
Focusing on change management and institutional capacity:
- Stakeholder perceptions: Conducting interviews with clinical staff and facility managers to explore barriers to integrated care and clinical workflow integration.
- Implementation analysis: Assessing provider autonomy, staffing, and resource availability to ensure the scalable adoption of expanded pathways for diabetes and chronic kidney disease.
3. Data systems and private sector integration
Addressing challenges in reporting and interoperability to ensure national scale-up:
- System strengthening: Providing technical assistance to integrate parallel reporting systems and coordination with the Medical Mission.
- Private sector engagement: Identifying incentives and developing simplified protocols to increase reporting from private clinics, which serve the majority of the population in Suriname.
- Actionable reporting: Improving data quality and the use of HEARTS indicators for decision-making and continuous improvement.
